To do a guard break, your timing has to be right, and it has to be just a flick of the LS, not a long hold (at least that is what I found after an hour of working on it). I watched some youtube videos trying to say you should spam LS forward and X (the third step that gives people issues). It also has a very small frame window in which it can be done. The reason being, is the command given is for a guard break attack, which is also the same for a more basic attack. The only one people seem to have issue with is the 13th test.
